No antialiasing on rotated layers
As soon as a layer is rotated even just 1 degrees antialiasing disappears which makes scaled down images really ugly. Is there a workaround for this?

There isn't a workaround. It happens in the situation you are describing: displaying a rotated scaled-down image. Most of the time ist can't be noticed, but with pattern-like structures or line graphics you might see an aliasing effect.
But it is "only" an on-screen issue. Exporting or merging the document will have full quality.

You can do right click and "Fix Layer" to see smoother image. But this will modify original pixels (sort of destructive editing).
