Hello.
1. Making image 1:
Background Layer in RGB.
Copy Background Layer and apply any adjustments to him.
Duplicate image to image 2.
Convert TOP layer into the Lab.
2. Apply Color Filter to this layer channel b with some value.
3. Image 2.
Convert ALL layers into the Lab.
4. At top level apply Color Filter to this layer channel b with with the some value, as in image 1.
There is a difference between the images, apparently counting goes differently.
This is inconvenient because the forces to translate the image RGB-> Lab.
(For this reason in particular, we so appreciate PL, unlike PS, which is always required to do so)

In your example, the color filter in image 1 doesn't work correctly. Even though the UI is telling you that it works in Lab mode, it's actually working in the document's RGB color space.
I will change the UI error.
